Can a heavy pot have a dry seed zone?
Yes. Lower moisture and seed-zone moisture can differ. Check an adjacent safe area or comparable unplanted cell, alongside drainage and weight. Correct the actual dry layer gently; do not automatically flood wet lower medium or apply cutting-drying rules.
Locate the moisture that matters
A seed needs moisture around its body; an emerging seedling needs suitable moisture around its developing roots. Water stored elsewhere in the container does not necessarily reach that location. Conversely, a pale surface can sit over wet medium. Treat weight, surface color and drainage as clues about different parts of the setup, not interchangeable answers.

A gentle local correction restores suitable contact moisture, while an exposure check helps explain the uneven drying. Repeatedly filling the tray with water would not resolve the need to understand the wet lower layer.
Distinguish hydration from proof of success
A plumeria seed that absorbs water and swells is showing an encouraging sign of hydration, an essential first step toward germination. It is not a guarantee of viability; continued development and emergence of the first root provide stronger confirmation. Do not keep adding water merely because a shoot has not appeared.
