Inspect below the surface
Check moisture at root depth instead of judging only by the surface.

Look for blocked holes, compacted media, odor, soft roots, or a root ball pulled from the pot.

How microclimate changes this answer
Hot, windy container sites may dry much faster than the USDA Zone suggests. Humid, sheltered, cool, or rainy sites can remain wet much longer.

Priority order
- Seedlings and small established plants: limited root volume can dry quickly.
- Confirmed newly rooted cuttings: protect from heat and water sparingly only after the mix dries.
- Recently planted or repotted established plants: root systems may not yet occupy the available soil or mix.
- Established container plants with active canopies: small or dark pots may heat and dry rapidly.
- Established in-ground plants: prioritize those with confirmed dry root zones and severe exposure.
- Dormant or leafless plants: usually have much lower demand and should not receive active-growth watering.
Exception: unrooted or actively rooting cuttings are not moved up the list by drought. Water once at the beginning of the rooting process, then do not water the mix again until two or three full-sized leaves have grown. Light misting is acceptable if the firm cutting looks dehydrated.
Build a water budget
- List plants by stage, container or in-ground setting, root-zone size, and exposure.
- Identify the legal days, times, sources, and methods allowed.
- Measure how much each eligible root zone requires for even wetting without runoff.
- Rank plants by risk and irreplaceability.
- Reserve a tested backup source when available and permitted.
- Record every application and the next dry-down.
Use limited water efficiently
- Water early when restrictions permit and wind is lower.
- Apply slowly over the active root zone.
- Use short repeated passes when dry soil or mix initially repels water.
- Repair leaks, clogged emitters, and uneven pressure.
- Group containers by stage and demand.
- Capture only clean, permitted water; do not use unsafe household or contaminated runoff.
- Do not give shallow daily sips to established root systems.
Reduce demand
- Shade hot containers while maintaining useful canopy light.
- Move pots away from reflective walls and pavement.
- Provide wind protection with continued airflow.
- Use appropriate mulch over in-ground roots, kept away from the trunk.
- Control weeds and competing plants.
- Pause routine fertilizer and growth-stimulating treatments during severe stress.
- Avoid repotting or major pruning unless necessary to correct an urgent problem.
Do not create a second problem
- Do not use softened water without checking sodium.
- Do not assume reclaimed, pond, or stored rainwater is suitable without testing and permission.
- Do not keep saucers or reservoirs full to “save” water.
- Do not fertilize dry or severely stressed roots.
- Do not follow drought watering after meaningful rain without checking root-depth moisture.
- Do not continue emergency frequency after heat, wind, or canopy demand falls.
Recovery after restrictions ease
- Reassess roots, drainage, root-zone pH and EC, and canopy loss.
- Rewet confirmed dry root balls gradually and evenly.
- Recalibrate water use for the surviving root and leaf mass.
- Resume fertilizer only after stable hydration and healthy active growth.
- Expand irrigation gradually rather than returning immediately to the former schedule.
- Use healthy new growth to judge recovery.
