Should every plumeria stage use the same soil mix?

No. Seedlings need even moisture without heavy salts, cuttings need a lean and airy rooting medium, and established plants can handle a more complete container mix. The reason is that roots, water use, and nutrient demand change as the plant matures.

When can a rooted cutting move into a richer mix?

Move slowly once new roots are active and the plant is beginning to grow. A richer mix too early can hold excess moisture around a small root system, which is why newly rooted plants usually do better in a transitional mix before moving into a heavier long-term container recipe.

Why should rootless cuttings avoid fertilizer-rich soil?

A rootless cutting cannot use much fertilizer. Extra nutrients can raise salt pressure and keep the base damp, which increases stress before roots form. The goal at this stage is support, warmth, oxygen, and controlled moisture, not feeding.
